outside law enforcement agencies. this training seminar's for suburban police. the purpose is to highlight the ciu's capabilities and help officers identify the gang spreading into their neighborhoods. >> guys, guys and girls we're going to get started. welcome to the sheriff's department. i'm an investigator here. i've been with the sheriff's office about 13 years. last two here in gang i worked all over the compound. a history on the cook county jail. this jail here's probably the largest single site facility in the united states of america. we have a daily population of 10,000 inmates. just about every incident in the jail is gang related. they do violations on their own members. they do hits on staff. they have 24 hours a day to think about ways to get over on us every day. what we try do here with the ciu department is track them. >> you can tell by your shag. that's good, man.

respect for your organization. come on, real tug. >> we try to have an informant on every deck in the compound. that's thousands. every one can call direct. tell us what's going on. >> since january 2008, the ciu has solved 20 murders and more than 150 drug cases. but with its limited budget and staff, the unit faces an uphill battle against chicago's rapidly growing gang problem. >> gang members per capita per state, we have the most gang members per population of anywhere in the country. we beat california. we have more gang bangers than police. >> month of august the murders in chicago, month of august. month of august. moving out from the city, guys. coming to your suburbs. >> a lot of suburban police departments don't have the manpower to have guys specifically assigned to work

prison security. >> coming out. >> she was downstair as long with another man. >> got about seven grams maybe. good enough for penitentiary stay. >> harvey, illinois, south suburban chicago hot spot for gangs. it's early september, and the cook county sheriff's police take down a crack ring they've had under surveillance for the past two weeks. lieutenant john blair, a 13-year veteran with the sheriff's police, and his team have seized about 530 pounds of narcotics to date in raids like this in 2009. >> no matter how many people you lock up, no matter how many people you tie into an operation there's always somebody there that will step up to the plate and take over for the dope dealer locked up. it's all about money. they're going to look at it as a business opportunity. they look at it as we may be doing them a favor.

inmates a week. hoping he can provide an end to the south side drug trade. >> it's my partner, sandoval. he's from bridgeport. he don't gang bain. he's mostly buying dope and stuff. he said maybe if there was a female with him, he'd be able to do buys with them, maybe like intro. >> let you into the projects? >> from a local area, bridgeport area, hot area narcotics wise. he buys narcotics in a project area that is hard to get into. says he takes people in and out with him. id like to pull him out, do intro with one of our undercover officers. maybe even a female officer, somebody that would match up to his characteristics and he could probably walk them in. >> you breaking the cars to support your habit? how do you get your money?

>> his track record is telling him on him. natural progression, his drug additi addiction. '08 a case. '09, one case he already been locked up for. now another one in '09. >> everything about a confidential informant or ci must be investigated whether he's a first-time informer or an established source. >> ci is a necessary eithvil inw enforcement. most of them 99% of the time, they, themselves are criminals and give you information to benefit themselves. not to benefit you. they're trying to get something out of you. either trying to get money to buy their drugs because they have a drug habit. they're trying to beat a court case so what you're doing is you're getting involved with criminals on a semi personal basis. >> by the time the ci u-turns an informant to the police they've

vetted him. things can go wrong with even the most dependable source. that's the case when the ciu and the sheriff's hbt team follow a street informant's tip and launch a raid in suburban chicago heights. >> got the search warrant signed by the judge, house is supposed to contain a quantity of heroin in excess of a kilo packaged up and ready to go. we'll see what we can find. >> we have possible two targets at this location, male and female. we're going to caravan over, transition into the location off of division route 30. at which time we stack up, we're going to make entry into the building. target location is one c charles. >> this is a hot area and it's hot outside. everybody's out and about on the street. everybody's going to be running around. as soon as they see the caravan and the van, the phones are going to start ringing, all right? so when we jump off the van and go to assault, make sure you

i'll bond her out. he's going to send you to jail. that's a real man, right? >> amount that he had left in there was a much smaller amount that -- than the informant said was supposed be to there. this was well hidden underneath the pipes in bathroom sink. might have misses the bigger stash. >> what i need you to do. write a statement saying it's not yours and you get out of here now. i uncuff you, you walk back in the house and it's over. >> in streets and in jail, everyone's an opportunist and police use this to their advantage. after today's raid, investigators circle back to their informant and conclude that his intel was good. the problem, they believe, was that they arrived too late and that the target had already sold his larger stash. authorities had expected to find over a kilo of heroin but left with only a few ounces. >> i think the frustrating part
